Programs and Properties

Applicants must submit at least one program and one property. Emerging providers may start the application prior to purchasing or renting a property, but they need to have a property before a Reviewer can full certify them. An Affiliate may choose to require a provider to be in operation for X months prior to certification. If so, that rule should be written, transparent and equally implemented.
